Deborah Lynn Henderson
President and Majority Owner
Certified Constructors Services, Inc.
After attending the Northwest Florida State College Business Program, Deborah applied her training in a position with Tampa Electric and Raytheon as Executive Assistant for the Lead Project Manager. After working with a utility subcontractor, she helped found Certified Constructors Services, Inc. in 2004. She is the majority owner of the corporation and serves as the President and CEO overseeing all accounting, financial and human resource duties.
Tommy Wayne Henderson

Tommy has a well-rounded repertoire with over forty years of experience in the contracting business. He holds General Contracting licenses and Boiler licenses in several states. He has a broad range of experience in areas as pipe fitting, boiler making, iron working, structural fitting and in all aspects of welding. The bulk of his power plant managerial experience was serving as a hands-on Project Manager working for Brown and Root at the Big Bend Power Plant and later with PMSI at multiple sites. He takes pride in an exemplary safety record from which he has received many accolades. His history of job responsibilities advanced to positions as serving as a Foreman, General Foreman, Superintendent and culminating in multiple Project Manager positions, before striking out and taking the lead in the founding of CCSI.
Larry R. Garner

Larry’s extensive forty year career in the power generating industry has taken him to work sites all across the country, dealing with both fossil fuel and nuclear electrical power generating facilities. While he does maintain a considerable amount of experience in all aspects of heavy construction, he is truly an expert when it comes to dealing with all types of boilers and associated supportive unit functions. He spent thirteen years from 1991 - 2004 working for PMSI successfully estimating job costs and serving in Project Manager roles before undertaking a leading role and helping found CCSI in 2004.
Joe Meredith Oakes

In over forty years of construction and related experience. From logistics, pipelines, and paper mill maintenance, to new construction and power plant electricity generating stations, Joe has more than ample experience in all these fields. His “hands-on” experience includes rigging, iron working, millwright, turbine repair and maintenance, pipe fitting and boiler making. He has served in a sweeping variety of managerial capacities throughout his career in the construction industry. His work history includes Brown and Root, Georgia Pacific, Texas Utilities, Tampa Electric and PMSI to name a few. After resigning his Project Manager position with PMSI, he became instrumental in the founding and establishment of CCSI in 2004.
Joe B. Webb
Director of Operations & Engineering

Mr. Webb has over thirty-nine years of experience in engineering, maintenance, and heavy construction with thirty-three years in management activities for engineering, construction, turnaround, shutdown, and maintenance projects at paper mills, power plants, chemical plants, wood product facilities, and refineries. He has held engineering and construction management positions in a variety of industries including Power, Pulp & Paper, Chemical, and Wood Products. His management activities include operations management, project management, and maintenance management. Duties included, but not limited to, construction supervision; project control; construction engineering; maintenance engineering; engineering, construction, and start-up scheduling; cost engineering; cost estimating; quantity tracking; material control; and construction coordination. His work history inclues Hunt Gulliot and Associates, Reynolds Industrial, WPS Industries, and Brown & Root Industrial Services. Joe joined CCSI's management team in 2010 as the Director of Operations and Engineering.
